As a public sector employee, I have experience of trying to implement NSW govt contracts with private sector operators in Regional/country NSW. The feedback I receive from these contractors is that in trying to deal with/interpret and respond to NSW government contract documentation they find it overly complex and full of inpenetrable, bureaucratic terminology. Many contractors feel that public sector contract documentation is universally aimed at the high risk, high value end of the project scale, regardless of whether the project in question is actually low risk/low value. Contractors are often put off submitting tender responses because they can't see the value in spending considerable time and money on a detailed response to a contract opportunity of relatively low material value. Contractors also find NSW govt contract documentation overly prescriptive - it doesn't seem to be written in a way that encourages innovation, ideas or the achievement of an outcome - it's just a very long list of what must be done and what must not be done.
