Building government capabilities

The draft ICT Strategic Framework identifies five priority capabilities:

  • Providing services anytime anywhere
  • Better information sharing
  • Community and industry collaboration
  • Citizen-focused services
  • Managing performance

What technologies and approaches will help the NSW Government build these capabilities?

None of this stuff is really rocket science;

- ask your customers what they want...and listen

- allow the administraion of systems & services to happen as close to the customer as possible

- statewide HR & Finance for all departments should be a no-brainer....but it'll never happen

- statewide communications infrastructure

- statewide datacentres

- statewide data structure/mapping standards

- statewide software licensing

- standard performance measures....if you can't measure it, you can't manage it....

- shoot the first person who says "whole of anything" outsourcing......I've been in IT 25 years, worked for outsourcers, managed outsourcers, have been an independent service provider to government and I can unequivocally say "whole of" outsourcing does NOT work....selective outsourcing is the key....and good contract negotiation.......

Agree that 'whole of anything' and 'centralised need significant thought. Some of the goals in the draft are contradictory in this context e.g.

- efficiency v innovation

- iterative v whole of

There are age old trade-off's

- between top-down and agency level management

- standardised platforms v standardised interfaces.

My experiences are that whole-of:

- precludes anybody but the largest companies who can provide a complete service in a 'risk managed' way are the only ones that are eligible for 'whole of'

- this leads to less innovation as there is less competitive tension with fewer players

There are obvious economies of more…
