Here are the those strategies i recommend
1. replaced those legacy Solo service approach with the shared based service
those should include the shared infrastructure service and shared application service.
built the centralized DCs and started to look at distributed computing model with those shared service concept
2. Leverage the ESB(enterprise service bus) technique and use it as the single instance to deal with the new/legacy apps
3. considerate the legacy apps gradually from mainframe to those ESB based

There are so many things that could be improved but rather than specific examples, I would suggest a range of broader capabilities:
1. Why do I have to supply the same data (name address age etc) over and over? Can I please have a single secure ID for dealing with government?
2. Connected services... Departments should be able to conduct an end to end process whether it's within a single department or across departments. Process modelling and automation has been around for years and within a department it can be good but across departments it is non-existant
3. Better search capabilities across government web sites so you can search by theme or process or activity
4. Do I still really need to sign a piece of paper? With smart mobiles, strong pin's and encryption, why can I not digitally sign just about everything?
